Move the rules into Corpole as proposals, resolve the contradictions, and hand authority over step by step.

What happened
The agent rule file grew over months. Rules contradict each other, and nobody knows which still apply.
Why it happens
A rule file has no states, owners or history. Every line looks equally current.
What Corpole does
- Inventories the project's rule files, requirement documents and ADRs with
/corpole:handover. - Proposes rules as standards, ADRs as decisions and documents as requirements; conflicts come up as questions, not choices.
- Moves authority in tiers: Shadow, then Shared, then Full, where the old files point to Corpole.
What you do
- Run
/corpole:handoverand review the proposals. - Resolve the contradictions; approve what holds.
- Raise the tier when you trust the records.
Keep it from happening again
- Once Full, add rules in Corpole, not in the file.
