/corpole:handover inventories what governs the project and proposes it as records.

Steps
- Run
/corpole:handover. - Review the inventory: rule files, requirement documents, ADRs, glossaries.
- Review the proposals: rules become standards or rules, ADRs decisions, documents requirements. Conflicts come as questions.
- Approve what holds; raise the tier when you trust it.
