Governance across the account
For account owners and admins: one view of how the tenants and solutions of the account keep to its line.

What it shows
- Tenants side by side: solutions and their authority tiers, members, open drift signals, agent calls in the last seven days, emergencies in the last thirty.
- Agent policy different from the account's line: every action where a tenant or a solution is stricter than the account, and where.
- Optional rules switched off by tenants and solutions, with their reason; by people for themselves only as counts — their own choices stay private.
- Project rules written more than once: the same rule in two or more solutions. Lift creates it as a Draft at the tenant (or at the account when it spans tenants); review it in Agent rules, make it active, then retire the project rules.
