Edit record

Changes a record's content or state. The change is visible to AI agents immediately.

Changing the state

Move a record to Authority only when it has been agreed; agents will follow it from the next request.
When a record is replaced or no longer valid, set it to Retired instead of deleting it, so the history is kept.

Acceptance criteria

Add, reorder or remove criteria in the list; they are numbered AC1, AC2… in order.
Changing a criterion's wording resets it to Not verified, because the earlier check no longer applies. Reordering keeps the verification.
A requirement cannot be saved as Approved or Authority without at least one criterion.

Deleting

Only Draft records can be deleted, and deletion is permanent. Records that were ever approved should be retired.

Authority states

Approved	Reviewed and accepted, but not yet the rule for delivery.	Informative; agents ask before relying on it
Authority	The binding instruction for people and coding agents.	Must be followed and cited
Retired	Kept for history; replaced or no longer valid.	Must not drive new work
