Two binding records disagree
The agent stops and shows both codes. It does not pick a winner; a person does.
What happens
When the agent finds two records that cannot both hold, or a request that contradicts Authority, it names both codes, proposes a *conflicts with* relation and asks.
What you do
- Open both records.
- Decide which holds; retire or change the other.
- Remove the conflict relation once it is settled.
Why this matters
A pull request that cites a record in a confirmed conflict raises a drift signal, so a conflict cannot slip through the merge.
