Why a record cannot become Authority
Two rules block it: a requirement without acceptance criteria, and an open conflict.

Check
- Criteria. Business, stakeholder, functional, non-functional, technical and project requirements need at least one acceptance criterion before Approved or Authority.
- Conflicts. An open *conflicts with* relation stops both records. Resolve it: retire one, change one, or remove the relation.
