"You don't have permission"
Corpole refused an action because you, or the person your agent acts for, lack the permission. The message names the permission, who holds it and where it is done.

Reading the refusal
- It names the permission that is missing.
- It lists up to three people in the project who hold it.
- It says where in Corpole the action is done, so the right person can do it or grant it.
Things no agent can do
Some actions are always a person's: making a record Authority, accepting a decision, moving work to Done, merging, and changing the agent policy, permissions or thresholds. An agent that is refused one of these should tell you where to do it.
