Standards, and waiving one with a decision

Standards say how work is done. A project records an exception with an accepted decision that waives it.

Steps

Write the standard (coding, security, testing, compliance) as Must or Should.
Make it tenant-wide or account-wide if every project should inherit it.
For an exception, accept a decision that waives the standard in that project.

Keep in mind Mandatory account-wide standards (for example regulatory ones) cannot be waived by a project decision.
