Theme
A strategic focus area that groups epics for quarters or years.
What it is
A theme names a direction the organisation invests in over a long period — "self-service for patients", "clinic operations" — and groups the epics that move it forward. It is the top of the work tree.
Why it matters
Themes let leaders see where effort actually goes. When most epics fall under one theme and a stated priority has none, the plan and the strategy have drifted apart.
What goes wrong without it
- Work is a long flat list; nobody can say how much went into each strategic goal.
- Priorities change in presentations but not in the backlog.
What it gives an AI agent
Agents rarely work at theme level, but a theme gives their work a place: when an agent proposes new epics, the theme tells it which direction they should serve and helps people see proposals that serve none.
